Spencer Porter has over 32 years of experience in the power line and electrical field. He has personally controlled company operations by making technical and administrative decisions. For the past 27 years he has been in charge of bidding, material procurement and completion of projects all over the western United States including: NV, UT, ID, CA, AR, NM and WY. He has also worked in Canada, Australia and Chile.
Here at Pole Line Contractors, Spencer also does power line and trolley consulting. One of his most accomplished works is the construction of the first trolley system in the United States.
I spent the day on Friday working with Pole Line removing about a dozen transformers, about 200 feet of overhead line and two utility poles in the mill one area. It was a positive experience in all ways. My observations of the evolution: The crew came to the site prepared with their individual FLRA's started from their pre job at their primary site. They met as a group on the site and completed a group job FLRA and then did a walkthrough to discuss their steps going forward. The transformers on the west side of the concentrator contained in the switch yard were the first to be removed. Most of the work at elevation was done from a line bucket truck. When it became necessary to access the transformer platform, it was planned in advance and 100% tie off was maintained by the workers without direction from the supervisor or myself. I was informed that 100% tie off is a core requirement of their company. Proper anchor points were discussed prior to starting. Rigging practices using the pole truck to remove transformers were good (use of tag lines, area monitor, attention to suspended load). No hands on the load until it was at chest height or lower to prevent getting under the load. Operator on the pole truck followed the proper hand signals from the linemen rigging the load. When adjustments were being made, he removed his hands from the controls and held them in sight of the crew (prevents unwanted movement). Very good practice. Any pole climbing was done with modern equipment in good condition and inspected with proper attention to fall prevention. Utility pole removals were performed well and with proper safety controls. All mobile equipment was current on certs and inspected by the operators. Overall I was impressed with the crews attention to and attitudes toward working safely. Their safety practices appeared instinctive and performed without pause. Their cooperation and willingness to share information and work with me was very good..

I am presently an electrical projects engineer for Newmont Mining Corporation near Carlin, Nevada. One of my responsibilities is to work with contractors for electrical installations and pole line construction. The method of selection is generally through a bid process of qualified contractors. I have had the opportunity to work directly with Mr. Porter and his company for over a year and a half, and with more than ten contracts. The work contracted to him consisted mainly of 24.9 KV, 13.8 KV, and 4.16 KV pole line and underground feeder construction, pole type and pad mounted transformer installation. It is my present intent that Pole Line Contractors will be given the opportunity to quote on future opportunities of work, as described above.

Pole Line Contractors has regularly performed overhead power line construction and demolition work at the Goldstrike property since they began business in 2003. They work in and around our primary substations as well. Their employees work year-round in very harsh outdoor conditions, constantly subjected to gusting wind, blowing dust, haulage traffic in close proximity to the work area, extreme temperatures, both hot and cold, rain, snow, etcetera. They complete the work in reasonable time frames and respond promptly to emergencies, day, night, weekend, or holiday. Management responds quickly to any safety concerns brought to their attention and their crews respond to the ever changing environment mining can impose. Pole Line completes work as scheduled or advises in advance if problems have arisen during the course of the work that may alter a planned completion date. I feel they perform their tasks responsibly and expect to use them well into the future.
